On a system set to use simplified Chinese as the system locale, the file displays fine provided you do not turn on Assume UTF-8 without BOM in the text viewer plugin.
The file has nothing in it that indicates which encoding it uses. And it is not using UTF-8 or any other Unicode type. So if you turn on Assume UTF-8 without BOM then the viewer will assume the file is UTF-8, which it isn't, and will display it incorrectly.
