Control Panel has many apps, but where exactly are they located?
I would like to make direct links to the EXE
Device Manager is in Control panel but what is the actual path to that apps exe?

It depends on the thing, and I suspect not all control panel items have a direct way of accessing them.
This is more a question about Windows, and the individual things you need to access, than about Opus. We can try and answer if you tell us the things you want to make shortcuts for, but we might not know about all of them. A site like SuperUser may have people who know more answers if we don't know.
