I've found a workaround by using custom command like that:
It seems to work perfectly and opens above DOpus.
Regarding your version - yes, it seems this is related to WinTerminal itself: Window has no focus when Launch Mode is set to Default · Issue #15479 · microsoft/terminal · GitHub
It's just that I've only found it non-working with DOpus.
