If you highlight a file and try to move it to the .. line , if you drop it, and it lands on a folder it automatically moves there. Would it be possible for when that happens to be offered a confirmation request, so you can say no do not move file to that folder.

Only if you want the confirmation on all drops, at least without involving scripting.
You can also disable drag & drop into all folders without holding down Shift or Ctrl to make it explicit, which can help with accidental drops.
