This is a fresh install (windows, dopus, everything) and just booted the laptop up and have a bunch of Empty Tabs again (1.13.11).. I'd even been leaving the DOpus window open on shutdown, but alas, the bug remains 
I see there's another thread with the same reported issue. This has only started since 13.x.
