DO 12.3.2 beta brings another window to the front after the "confirm" of the "drag and move" dialogues close.
This is a known issue and should be fixed in the next beta.
If it's causing problems, please go back to 12.3 stable until the next beta is ready, as the problem should not affect the older/stable version.
