I'm afraid I find the toolbars/customization, somewhat confusing in Opus. When I took the path you noted, I came up with the same window as I got from clicking on TOOLS>FOLDER OPTIONS, but there were no choicxes in that window for FLAT VIEW.
So I right clicked on one of my toolbars, and chose "customize" and in that window under commands I found all the Flat view choices, and I dragged the Flat View toggle view item to a toolbar.
I'm thinking it's about time to go back dto the default toolbar setup on a new install of Opus, since I have a number of toolbars which are duplicate names, with a (1) after them. I also have a library of saved configurations going back several years.
So maybe it's time to redo the customzation from scratch. The one thing I usually have problems with when working with toolbars, is positioning them vertically. How do I move a tool bar to the vertical position I want it in? When I create a toolbar, it often ends up in the wrong position vertically.
Is there a simple way to tell Opus to go to the default configuration that it installs with?

I would like some info on positioning toobars. I thought that in the past I could drag them to the position I wanted. But I do not seem to be able to do that now.
Of course, Opus still remains the supreme KING of file managers. It's a 10, with Windows Explorer a 2, or mayube a 1.
