You should only be asked to elevate if the action failed due to an Access Denied error.
Can you paste the same file to the same folder using File Explorer? Does it also trigger a UAC prompt?
The problem may be due to folder permissions. Or it could be antivirus blocking the action. (There is no way for software to know why an Access Denied error happened, so when one happens Opus will ask if you want to elevate, since lack of permissions is usually the reason.)
