My desktop always shows as "The Internet" up top with the old Internet Explorer logo, and at the bottom it is properly labeled "Desktop" but still with the IE logo again. Using the latest stable version.

It's a bug caused by the latest update of Microsoft Powertoys.
The current beta version has a fix for it, alternatively set Preferences / Launching Opus / Explorer Replacement to Replace Explorer for all file system folders rather than Replace Explorer for all file folders.

I downloaded the beta from your link and it still shows the same way. I confirmed I was using the beta version 13.16.5 in the About screen.
It's not the end of the world, especially if it is a PowerToys issue. I just wanted to report it in case it needed attention.
Additionally, changing the setting you mentioned did not solve the issue either.
Try navigating somewhere else and then back again to the desktop. It should clear it.

That was it. I even END TASKED all instances and it didn't help until I navigated away from Desktop. Seems okay now. Thanks again.
