Disable Delete Filter by Default

Where in the settings is the option to disable the delete filter dialog by default whenever I get to delete something? It always seems to pop up whenever I open a new lister.

It's usually toggled here:

It's off by default and, as far as I can tell, it should be off when you open a new window, so something else might be happening. If you have installed a script, it might be turning it on. Or if you are using custom toolbars or hotkeys, they may be turning it on as well.
