DO12 - Dialog Windows

What determines if a pop-up window gets it's own window in the MSWindows taskbar?

The following dialog windows appear in the taskbar:
Prefs
Customize
File Types
FTP Address Book
About
F1 Help
License Manager
Check for Program Updates

The following windows don't:
Backup & Restore
Folder Options
FTP Connect
Rename (Advanced, not simple)
Set Description, Metadata, Attributes & Times

This isn't a complete list but not seeing the rename panel as it's own taskbar session I could easily select to go back to initially threw me off. Has it always been this way? Is it required for the rename to work?

Rename is like New Folder or "are you sure you want to delete xyz" tyoe dialogs. It's a child of the lister it was run from rather than a standalone top level window. (Unless/until you close that lister.)

I think you'd expect it for New Folder etc. but maybe find it odd for Rename because there are so many things in the Rename dialog that it feels like an application now, not just something requesting information on top of a lister.

Maybe it should be changed. I am not entirely sure myself.
