I have tried to complete the download to stable 13.14 several times and it appears to show it is downloading but it does not actually update the program and just offers me a download again.
Is there currently a problem with the download facility? I have never had this problem before usung windows 11

You can grab the installer here and run it manually.

Thanks for your reply, I have just used your link, and I am still not showing 13.14 quite strange I have never know this to happen before, maybe its a windows 11 thing!
Well, there are a few Win11 users around 
I'd run a backup, uninstall, and start fresh.
