Are you running any tools which modify the look & feel of Windows? Issues like this are usually caused by them.
Using startisback but with this app one can change taskbar colors and it's appearance and also for startmenu and also using 7+ taskbar tweaker

No.
Complain to the people who make it then. They're breaking things which use the tab control visual style.
