file numbering is different in Explorer and in Opus

The parts of the filenames you've shown are identical; the parts that might explain why they're ordered the way they are have been obscured.
Opus gives you control of how things are sorted, in the Folder Format dialog's Sorting tab.
Sort name and extension separately probably explains the first example. (And I'd argue Explorer is simply incorrect in what it's doing when extensions are hidden like that. A name which is a prefix of another should be sorted before it, not after it.)
Word sort (special handling for hyphens) may explain the second example. Or possibly Numeric order filename sorting.
