File size separator is an apostrophe instead of a decimal in DO 11.19

As the title says, I found that the separator in the files shown in a lister has an apostrophe instead of a decimal point. I just noticed this earlier today, but I don't think it's been this way very long. I've searched the program for a setting for this, but as far as I can tell, this is controlled by the regional system settings, which are set to the United States. I've restored a configuration from January of 2017 (I don't fiddle with it that much) but it didn't change. I've downloaded the most recent version of DO 11 and will do a reinstall and see if that fixes it.

What do you see in File Explorer?

The same. But I figured out how to fix it, Additional date, time and regional settings has an additonal settings which has a button which is number settings!

I just can't figure out how it got changed to begin with...
