Is there a way for me to view all tags for all the files in a folder and subfolders?

Flat View or Tools > Find Files will let you see all the files at once. (Flat View probably makes the most sense here, but it depends on exactly what you want.)
You can add the Tags column to see what each file is tagged as. (If we're talking about that kind of tag. If not, let us know.)
Not quite what I am looking for. I have a lot of different tags on my files. I would like to be able to see all the available tags for all my files and not just for one file. That way I could know what tags I can search for.
The suggestion you gave would only show my tags for one file and I would go through each file one by one to see what tags are available.

There's no built-in way to do that, but you could have a script which looks through everything below a folder and builds up a list of tags, then displays them. That would be fairly easy to write, if you just wanted the list in a dialog box or text file or similar.
