Folder-only folder displays based on Content Type

How can I make folders with subfolders and no other files other than those in the subfolders display using the default format and not based on Content Type?

For example, in Folder 1 there are two folders and no files. One of the folders has image files. So Folder 1 displays based on the settings for image content type (i.e. thumbnails). I need it to not do that. It should display in Details.

Just go into your folder options and save the settings you want.

You can also use the command Set SAVEFORMAT=folder,replace from a button or the CLI.

It shouldn't do this anyway. Hover over the white "i" in the lower right corner to see where the folder format comes from.

I you don't want Content Type formats anywhere, turn them off under Preferences / Folders / Folder Formats.

If you only want to stop them applying to specific folders, save a path format for them via Folder > Folder Format. Load or create the settings you want, then click Save and save it for that path. (Or use the command Abr suggests, if you want to make a button/hotkey for doing it quicker, saving the current settings without opening the Folder Format dialog. Alternatively, you can also make Path formats in Preferences, which lets you copy & paste them. Wildcard formats are also an option, for matching multiple paths.)
