Hello, i try to open the file (.dis) but i don't see it in the explorer?

Open where? To do what? Which explorer do you mean?
Icon Sets (.dis files) are usually loaded via Preferences / Toolbars / Icons, if the aim is just to use one someone else has made.
Preferences / Toolbars / Icons, then click Import and point it to the .dis file you downloaded.

Could this simple tip be added to the icons pinned post like About the Icons category? Also forgot about how to install them and had to google around 
(or maybe add file associations so double click works?)
