Not at the moment.
Is there a (defacto) standard way for a viewer to know it's looking at an animation frame rather than a standalone image (e.g. special file extension or part of the name), or do people create files that list all of the frames which could be fed to the viewer? Or would it have to work with any directory of files?

well should be able to work in any directory but most animation frames are numbered so would be good if the viewer could recognise that the image is part of a squence by the frame padding "image_0001.png".

Irfan View is perfect for viewing frames as sequences. Set Slide show to 0.04 seconds. And use Shift+A for play/pause. And Ctrl for fast forward. If you need it to be scaled to full screen disable the "Resample" function for better performance, under Properties-Full screen/Slides how.
I use the standard Opus viewer to view my rendered stills, keeping my finger on the space or backspace button to view the sequence forwards or backwards... don't know if this helps but it works well for me.
The mousewheel is also a good way to move back/forward through a sequence of images (if the viewer's configured to use it to change files), although not so much if you really need a specific framerate.
I didn't realise there was an option for that. Nice one, that works better for quickly shuffling forwards and backwards through a sequence.
