Google Drive using "Public Documents" instead of "Documents"

Some time ago (and I don't know exactly when) Windows 10 made a change to my directory structure. I suppose it could have been Google and their replacement of Google Backup with Google Desktop.
I am especially interested in what happened, and why, since I am a subscriber to Google cloud storage. Especially concerned since my HD file are no longer being stored in their cloud -- meaning what I am paying them as an annual feel is not getting done. Meaning such files are no longer accessible via the internet when I am away from the house and on the road.
Here is the unusual (yet simple) change that happened.
My hard drive path to my files used to be:
C:\Users\Public\Documents\Google Drive

It is now
C:\Users\Public\Public Documents\Google Drive

Note that "Documents" has been changed to "Public Documents".

Has anyone else had this same experience?

Public Documents is a shared folder that all users on your machine can access. It isn't the same as your Documents folder, which is private to your account on the machine.

As to why Google Drive is apparently putting things there, I don't know. We aren't a support forum for Google Drive, and don't know a lot about it.
