If you're on Windows 10 or Windows 11, Microsoft's HEIC codec works:

• HEVC Video Extensions from the Device Manufacturer is/was free but may not be available now, or only with certain hardware (it has never been clear why some people can get it and others can't).
• HEVC Video Extensions costs $1 but is the easiest option if the other one is unavailable.

Those will also enable HEIC in the Windows Photos app and other software that uses WIC.

I ended up buying the HEVC app from the Store, since the HEIF extensions said they were already installed, but weren't working. Previews appeared in Directory Opus immediately. Worth doing.
