A few minutes ago I tried to open the help dialog to review the sync function and nothing happened. Restarting DO9 doesn't make any difference; what did I do wrong to kill the help system?

Try rebooting. If it still doesn't work then HTMLHelp may be broken on your system. See this thread for a suggestion:
