Hover on top level menu differences between toolbar and floating toolbar

I have a generic launcher toolbar with menus divided by category (maintenance, security, analysis, etc.). Within DOpus, I click on the menu (for example maintenance) to open the menu. The menu remains open until I tell DOpus to do something or shift focus to something else, as expected. With the current menu open, I can then move the mouse over the next menu title (for example "security") to open the menu without a mouse click. The menu simply reacts to the mouse hover.

Using the same toolbar as a floating toolbar, the menu does not react to the mouse hover and requires a mouse click to open the menu.

Is this different reaction intentional? What might cause the different reaction between the toolbar and the floating toolbar?

It's a limitation of floating toolbars. I've forgotten why, but I think there is a reason for it.
