I often find myself wanting to navigate to a floating toolbar that is open but hidden behind other open windows. A kludge that works is to close and reopen the toolbar concerned. I'm hoping there is a more elegant way.

Not sure if there is a way currently.
What are you using the floating toolbar for that you want to reveal it like this? Would opening it as a "local" toolbar in the lister make more sense? ("Local" toolbars only appear in the listers you explicitly open them in, rather than in all listers like normal toolbars.)
I have a toolbar with buttons that trigger links to specific project related sites. I typically have 3 or 4 project related listers open and from time to time I need to jump to one of the references. I could associate a local toolbar to each lister, I suppose. I'll give it a try.
