How to make is a Go To command

A couple of years ago I contacted support for instructions on how to make a new command and place the shortcut on the toolbar.

I now have a new laptop and would like to make the same command again, but have forgotten how to do it.

What I would like to make is a Go To command to go to Downloads.

Settings > Customize Toolbars, then drag the folder to the toolbar.

(If you use the Favorites Bar in Opus 13, you can drag folders to it without going into Customize mode.)
