But HOW do I get to the Buttons (since they only toggle)? and HOW to set it to CHANGE the button to what is above,
i.e. the "Set METAPANE=Toggle,Vert"? And do I need to do same for the Viewer Pane?

Settings - Customize Toolbars and Keys...(v12 Customize Toolbars) - double-click the "Metadata Pane Button" and change the command. Same for the Viewer Pane Button.
