Icon index in the toolbar change in beta 52

The icon modifier is not drawing the specified icon as it did in 13.0.52, same problem in the new 54 beta.

@iconp:/iconsets/bin_empty.ico,RECYCLEBINEMPTY

This is being drawn instead of the icon.

Beta 13.54 restores all floating toolbar icon images.
