When I hover my mouse over buttons, an information window pops up with keyboard shortcut or other "tips". I'd like to turn this off because it covers up what I'm trying to look at on the screen. This is not the same as File Info Tips hover, which I've already turned off. This looks new for Opus 13.

Those aren't new in Opus 13, although some of them have more information than they used to.
You can turn them off via Preferences / Toolbars / Options / Display popup help text (tooltips).

Another (unrelated) question - I own 5 licenses, but they are all under one code. One forum account already linked to that one code, and now I can't link to the same code to be a verified user. Is there something that can be done so all 5 of us can be verified?
Only forum account can be linked to each licence. I can unlink the other account if you want to move it to your newer one.
