I am seeing notification of version 12.21 from the update checker. I allowed it to download, but when I click install, I am seeing the following:

You should not see that prompt at all. It suggests something has broken the .exe filetype on your system.
Do you see something similar if you save the installer to your desktop and double-click it?
A reboot of Windows resolved this. I do not know the cause at all, but rebooting allowed the install button to execute the installer.
