@keydown:alt,ctrl does not work. Bug or Feature?

The following qualifier keys work:
@keydown:none
@keydown:shift
@keydown:shift,ctrl
@keydown:shift,alt
@keydown:ctrl
@keydown:alt If "Alt+click to edit toolbar button" is deselected.

You can test with Test Qualifier Keys.dcf (781 Bytes)

This was not a problem with DO13. I had not properly configured AltSnap to not impact DO. AltSnap is a program to move and resize windows similarly to Linux.
