Label not working for empty folders

I wish to use a label for anything empty (0 bytes), whether a file or a folder, or a folder with only empty subfolders and empty files. I know this is fairly intensive, but in multiple places does it say this is the solution:

I also have the setting to 'Calculate folder sizes automatically' turned on. However, it does not do anything for empty folders for me. It does work for files, and the labels work for folders if using other filters.

A "Type, Match, Folders" clause needs to come first for the Size check to apply to folders.

Ahhhh, I had tried it with the Type but only after the Size clause. Apparently the order matters.
