"New Folder" button initially disabled in "Destination" dialog for network drives

Here's what I'm seeing (12.9.1 x64):

I invoke a copy or move command that pops up the "Select Destination Folder" dialog (either from a single-pane lister or via Copy TO=ask$).

If the last destination was on a mapped network drive (so 'Recent', 'Folder', and the tree all display that folder on the network when the dialog opens), the "New Folder" button at the bottom is initially disabled.

Merely navigating up+down in the tree enables the button. The above issue does not occur if the dialog opens with some folder on a local drive.
