have it set so that when I open a folder by double-clicking or from the launcher, it is added to an existing window tab.

What command do I need to open a new window instead of an existing window using Windows shortcuts (properties)?

"C:\Program Files\Directory Opus" /i C:\

It's a setting like this.

You mean like this
"C:\Program Files\Directory Opus\dopus.exe" C:\
or
"C:\Program Files\Directory Opus\dopusrt.exe" /acmd Go C:\ NEW

Unchecking Preferences / Launching Opus / Explorer Replacement / Open a new tab instead of a new window might do what you want.
