It seams that dialog AddHotkey doesn't work properly for international layouts. First, it errors when trying to register a key that's not present in the current layout. But then even if the key is registered in non-latin layout, latin keys stop being recognized (I guess the dialog only accepts input in the layout active at the time of its creation)
Would be nice to have an AddHotkey option to register a key as a "physical" key independent of any layouts. I've tried vkXX syntax, but that doesn't seem to work
