I don't think, that this 4-in-1 shortcuts come from Opus itselve. Seems, like you have to find the program which is able to do that.
That part of the review is about the Desktop Double-Click feature in Opus. I guess the reviewer included their taskbar in the screenshot because they were talking about how different people launch applications, and because it's the most recognisable part of what we think of as "the desktop". The 4-in-1 customisation of the taskbar that happens to be in the screenshot is unrelated to Opus.
I believe that comes from a program called Bins
