Many of the fonts used by Opus can be changed, but I couldn't find one that affects the small text preview of text files in Thumbnails view.
My thinking is, if I could change the font, I could assign another that displays a broader range of characters. For example, ’, “, and ” display incorrectly. Or maybe the issue is something else?

Configure the Text-Thumbs viewer plugin and you can change it there.
You can also set the default encoding to UTF-8 there to fix the quote characters, although it could also mean non UTF-8 files don't render properly instead.
Ah, plugins. Thanks for that. Editing the file type code page settings helped.
I came across a limitation though: I've got .m3u8 playlist files that begin with #EXTM3U but adding that string to the Contents to ignore list doesn't work. If however I create a .txt file with the same string at the top, the text thumbnail isn't shown (i.e. the feature works). On closer inspection, the difference is that m3u8's are UTF-8 with BOMs, whereas the text file is a plain UTF-8. Maybe the plugin could account for this in the future.
I can just add the file extensions .m3u and m3u8 to the other list: Extensions to ignore.
