Rename on FAT32 does nothing if the only change is capitalization

To reproduce:
With inline rename or the Advanced Rename dialog, rename a file with the only change being changing some letters from uppercase to lowercase (or vice versa).

It works fine here, but my psychic powers tell me you might be doing this on a network drive from a server that doesn't run Windows. Am I guessing correctly?

Did some more tests...
On NTFS it works.
Try it on a FAT32 partition.

True, but the same also happens with FAT32 drives in File Explorer and Command Prompts, which tells us this is a Windows 10 bug, not an Opus one:
