I never solved the problem and just accepted the issue. It’s not isolated to Opus for me as Mp3tag and foobar2000 also struggle with resizing, probably because they all have a lot of UI elements like columns to adjust. Most other programs resize effortlessly on my system. Resizing aside, Opus isn’t too laggy in any other way.
