With latest beta ver, what is setting so when i add a new folder, its added as subfolder to current selected folder?

(otherwise had to restore my ver 12 settings twice before they came in, but seem good now)
New Folder on the default toolbars creates folders below the current directory.

color me slow, but after reading that thread and perusing the settings and searching help, i don't see how to create a subfolder with just one click from the pane to the right .
Something changed in the latest ver, or a setting of mine got overridden?
If you have your config from the previous version, it should work the same as before.
When you say "current selected folder", where is that selected? Do you mean the folder tree, or the file display, or something else?
What are you clicking to make the new folder? (Or is the command you were used to no longer where it was?)
