How to reproduce: Open Rename dialog from the main toolbar, Open Preset Management (Alt+G), select "Import Preset File dialog...".
I'am using Windows 10 Pro with 200% Display scale (2560x1440).
That dialog is from Windows, not Opus. It is one of the many DPI bugs Microsoft have never bothered to fix in the OS.
