Some programs (such as command (run as administrator), and Mediainfo do not launch when selecting from the right click menu. Other programs such as MP3Tag do work.
Both work OK here.
Make sure neither Opus nor the other program is (already) running as Admin, as that can block things.
Check that the menus still work in File Explorer.
Your antivirus could be blocking things when Opus tries to launch them (sometimes antivirus does things for very arbitrary reasons).
