Stop PDFs from opening with the Preview pane

When I try to open a PDF, it opens a new Preview pane window. I can't figure out how to open it in the system app (Foxit). I searched a bunch online and tried AI tools, but nothing works.

Windows 11, Opus version 12.

EDIT:
I don't seem to have this problem with doc, docx, txt, ppt, etc. But image files are opening in the viewer pane. So then I toggled the "Use internal picture viewer" option in Preferences > File Operations > Double-click on files. With that off, it opens the PDF in Foxit. But it still asks every time which app to use, even if I select "always". This is a bit annoying but I suppose good enough for now. If anyone has a better way to fix this so it's more natural, I'm all ears.

Recent changes in Windows 11 may cause issues with Opus 12.

The quickest option is to reinstall Foxit. If that doesn’t help, using a button that explicitly directs Foxit to open a PDF should work reliably.
