System-wide hotkeys not working

I've got a floating toolbar with a number of buttons configured with hotkeys like Ctrl-Alt-1. They used to work fine, and in the last week or so (maybe) they appear to have stopped working. The config for the floating toolbar has the tickbox selected to permanently enable the hotkeys, but they don't show up anywhere in the Keys tab of the Customise window unless I open the toolbar in a lister.

I'm aware that the hotkeys I've chosen are the same as some that are configured in DOpus by default, and I long ago disabled the defaults, leaving only my new ones in use (and I've checked, and they're still disabled). I can only use these shortcuts if I've got the toolbar enabled in a lister, and that lister has focus.

Is there a setting I've missed?

If they used to work, then stopped working with no changes, it might be because you're running dopus.exe elevated via UAC. If you do that then programs cannot send keypresses to Opus, as normal processes cannot send messages to elevated processes. (Run Opus normally, and use the built-in UAC support instead.)

If it is not that, is the floating toolbar visible when you try to use the keys?

The toolbar is always visible (or, at least, hidden behind whatever other windows I have open): it's just a floater, not docked or autohiding.

Opus starts with Windows and I don't believe I've changed any of the settings. According to MSConfig, there's an entry for dopusrt ("C:\Program Files\GPSoftware\Directory Opus\dopusrt.exe" /dblclk) running from the registry and then dopus.exe running from the Startup folder in the start menu ("C:\Program Files\GPSoftware\Directory Opus\dopus.exe" NOAUTOLISTER STARTUP) - it does not have the "Run as administrator" box ticked.

Have you tried using different hotkeys, in case the one you are using is being trapped by another program?

I hadn't, but now I have: doesn't seem to make any difference. None of these keys do anything at all, much less anything unexpected.

Does it matter that some of these keys may be duplicated in toolbars that are currently not displayed? I have an amended copy of this toolbar that uses some of the same hotkeys, but they never show up in the customise window's keys list unless the extra bar is open, so I didn't think they mattered. I've removed the hotkeys just to be sure, but that hasn't done anything either.

The thing that gets me most is that even when I open the toolbar in a lister, and the hotkeys appear in the list (alongside the disabled hotkeys that would otherwise clash), the hotkeys still don't show up as system-wide, only under the Toolbars header. I suspect that's significant.

I have also just tested removing the hotkey from one of the buttons, then creating a separate system-wide hotkey from the Customise window using the same key combination. This works, but I'd obviously rather manage the keys from the buttons.

Oh, while in Customize mode, right-click an empty spot on the toolbar (or move the mouse over the toolbar and click the pencil that appears in the top-right, if there is no empty spot), then choose Enable Hotkeys so it is ticked. That's probably what is missing.
