i want a Tag system like this in Context Menu or Toolbar Menu Button
can anyone create this?
i don't know how do i create this.

This isn't a trivial task for two reasons:
A. The built-in tags are non-hierarchical. You'd need to work out how to implement a hierarchy.
B. Custom context menus might not be feasible, especially the stacked version you envision.
However, a script dialog could support your idea, provided you develop a solid design for (A).

You could have a set of menus/submenus where each item toggles a specific tag. You’d need to edit the menus to change the tags. (At which point using Labels instead might be easier, and saves having to edit menus for new labels, which can be added in Preferences instead.)
