Do you get the desired thumbnails in File Explorer? If so, you can configure Opus to use those instead of making its own by turning off the Movie plugin's option to generate thumbnails.
Within there, you can also change some aspects of how the plugin chooses where to make a thumbnails, but cannot set an exact time. For an exact time, it might make sense to disable the plugins' thumbnails, and use a third party thumbnailer, which Opus will use if the Movie plugin isn't generating things.
You can configure the plugin under Preferences / Viewer / Plugins.
