Tree is only active on the top horizontal window

I have two horizontal windows, 11.17, with a full folder tree to the left. I know I can create two separate folder trees to the left of the horizontal windows. In the past I was able to use a single horizontal tree. I'm sure it's a setting I missing. Your help would be appreciated.
