When opening the control panel in windows 7 I get the following error message
Once it is accepted, the control panel will open. If DOpus is uninstalled, the problem is no longer there. Any suggestions?

txmlutil.dll is not something any part of Opus actually uses, to my knowledge.
A quick search for the DLL name suggests it is part of BitDefender. So it is possible BitDefender is hooking the dopusrt.exe process in some way, and failing to find the DLL. It may be failing because we secure our processes by disabling DLL loading via the current directory (as it is a major security hole to leave it open with software that might be used on downloaded files/archives). If that is the problem I would complain to BitDefender, not just that it breaks dopusrt.exe but because they are (possibly without realising) relying on an unsafe method of loading the DLL, and should switch to specifying the full path to the DLL.
Thanks for the feedback, will head over to the bitdefender forums and see what I can find. Given that bitdefender recently updated to their 2018 issue and the problem was not apparent in the 2017 software, this may have something to do with it
