I seem to remember doing this at some point now cannot work out how it may be done.

I want to hit F3 and bring up the utility panel with the utility mode set to Duplicate files.

Edit the Tools > Find Duplicate Files menu item and give it the F3 hotkey.
You may also need to remove the F3 hotkey from whatever has it now. The Customize > Keys tab will show lines in red if they have the same hotkey as another thing.
Ah...just seen this.
Or I could just use Ctrl-u!
