When I select a shortcut in the Start Menu folder (C:\ProgramData\Microsoft\Windows\Start Menu or C:\Users{Username}\AppData\Roaming\Microsoft\Windows\Start Menu) and select Pin to Start option, I always have this error:
I search for this topis in the forum and said that we can have the problem if it's not in the Start Menu folder (which is not the case). I don't have problem using the Windows File Explorer.
Pin to Start doesn't work in any program other than File Explorer. It won't work in e.g. the File Open dialog of Notepad, either.
We've found workarounds in the past, but Microsoft made changes to break them again. It seems they do not want it to work outside of File Explorer, but are also too incompetent to make it only appear in File Explorer. We'll likely hide the menu item entirely on our side in the future, as it's probably never going to work.
Good workaround by hiding the menu it will remove the confusion.
