Windows/Fonts pops toolbar always at the top even if placed at the bottom

When I open C:\Windows\Fonts there is a toolbar that pops up at the top of the Lister and disappears when you change the folder.

Now I've moved this toolbar manually to the bottom. However, if I change tabs to something else (the toolbar disappers, good) and back — it reappears at the top again (bad).

How can I force it to stay at whatever position I've manually repositioned it to last time?

It's probably the toolbar that by default is triggered by thumbnails mode.
You can turn it off or control the position from Preferences / Toolbars / View Mode Toolbars.
